Actually in the beginning Google Maps did not even have a traffic feature. It was added later and was based on the ‘historic data’ for a certain road.

Green is for free road; yellow suggests some traffic and red is for heavy traffic. It seems like Google has its own helicopters flying everywhere which, of course, is not true. Another theory, based on Google using their cameras for this purpose, has also been proved wrong .
